Collections exempt patrons

Evergreen offers a flag in the Patron

Edit/Registration form to mark an account exempt from collections efforts.  Due to the risk that enabling this setting for a Patron

To enable an exemption from collections, checkmark Collections: Exempt under the User Settings section of the Patron

edit screen, or during registration.
