Membership Fee Tier Structure Working Group

Hello all,

As you may or may not know, since 2016, Evergreen member libraries have been charged an annual fee according to a tiered system based on their annual expenditure*. The first table, below, is the fee structure approved by the EI Executive Committee for 2023.

In its early years, the Evergreen Indiana Library Consortium with its shared library management software and catalog was mainly adopted by small and medium sized libraries.  Over the years the consortium has expanded to nearly 130 Indiana public library systems including larger libraries with operating expenditures far exceeding the $1.5 million of our current rate structure.  

The Executive Committee is considering expanding the fee structure to include additional incremental tiers to more fairly assess those libraries with larger budgets, consequently higher annual operating expenditures, and support needs.   The second table is a jumping off point for what the new fee structure might look like. 

The Executive Committee is seeking input from all member libraries before implementing any changes, and to that end will be hosting a working group to discuss this topic. Please note that any changes to the current tier structure will most directly impact those libraries currently in Tier 9.

If you are interested in participating in this group, please complete the linked interest survey by August 12.  Once the interest survey has closed, the first meeting of the working group will be scheduled based on the availability of interested parties.    

 *A library’s tier is determined by the lesser amount for the past year’s operating expenditures as reported on the SBOA Annual Financial Report or the average of the past five years annual operating expenditures as reported on the SBOA Annual Financial Report.
